Find Tioga County Released Inmates

Tioga County released inmates no longer appear in a dependable public jail roster because the county does not publish one. A search for Tioga County released inmates must instead connect the prison's departure record with the court event that authorized it. State, federal, and immigration custody each have separate tools. Tioga County released inmates may also remain under probation or parole after leaving a cell. The right search path confirms both the date and whether the person entered the community, moved to another authority, or began supervised release in Pennsylvania.

Tioga County Release Meanings

Leaving Tioga County Prison is a custody event, but it is not always a return to the community. A person can leave after posting bond, completing a county sentence, receiving a court order, or entering probation. Staff can also transfer a person to the Pennsylvania Department of Corrections, another county, federal custody, a medical setting, or an immigration authority. Tioga County also rents beds to other authorities. Someone physically held on Shumway Hill may therefore remain the responsibility of another county when moved out.

The most reliable finding joins three kinds of evidence. The prison supplies the physical departure event. The Unified Judicial System docket supplies bail, dismissal, sentence, or other legal context. A receiving locator shows whether custody continued elsewhere. The word release should mean release to the community only when the record or a reliable second source supports that result.

Discharge
The end of custody or supervision under the responsible authority.
Time served
A custodial term satisfied after the responsible agency applies lawful credit.
Parole
Conditional release from a state sentence before maximum expiration.
Probation
Court-ordered community supervision that may follow or replace confinement.
Detainer
A hold or request that can cause transfer instead of community release.

How Tioga County Releases Occur

The release type controls what to search next. A bare departure date cannot show whether the criminal case ended or another authority assumed custody. Tioga County Prison Administration & Records should be asked for the recorded type and destination, while the public docket should be read for the order behind that event.

EventMeaningNext record
BondPretrial custody ends under bail conditions; the case continues.UJS bail entries and prison release time

A death ends confinement but must not be called a community release. Likewise, work release is a program, not proof of discharge from Tioga County Prison.

Note: A release date confirms when custody changed, while the release type explains what that change actually meant.

Tioga County Release Record Fields

Tioga County does not publish a release-record data dictionary. A focused request should seek the existing booking or commitment record and the matching departure record for one person and a bounded period. Ask for the booking photograph in a separate sentence because it may be stored or reviewed apart from the event record.

Requested fieldWhat it can establish
Booking or commitment numberLinks the request to the correct admission.
Admission date and timeMarks entry into the documented stay.
Release date and timeMarks the physical departure recorded by the prison.
Releasing authorityIdentifies the court or agency that directed the event.
Release reason or typeDistinguishes bond, sentence completion, order, or transfer.
Destination or receiving agencyShows whether custody continued elsewhere, when maintained.
Case number or OTNConnects the custody event to the correct court docket.

The record may contain exemptions or fields the county does not keep. Pennsylvania law does not force an agency to create a new report or rearrange data into a requested list. Asking for a named existing record is more precise than asking the county to build a list of everyone released.

Request Tioga County Release Records

The official Tioga County Right-to-Know page provides a county form and an online route. Jennifer Cochran is listed as Open Records Officer at 118 Main Street, Wellsboro, PA 16901. The office lists (570) 723-8200, fax (570) 723-8206, and jcochran@tiogacountypa.us. Public inspection hours are 9:00 a.m. to 4:30 p.m. on weekdays other than holidays.

  1. Identify the person with a full name and, if needed, a birth date, OTN, or case number.
  2. Give a narrow admission or release date range and name the booking, commitment, and release or discharge records sought.
  3. Ask for release date and time, type, releasing authority, and destination fields if those fields exist.
  4. Request an electronic copy and ask for a fee estimate before chargeable work begins.
  5. Read any denial or extension notice and follow its current appeal directions.

The county posts paper-copy fees of $0.25 per page per side, $1 for certification of a record, actual cost for specialized production and postage, and possible prepayment. The initial response is due within five business days, but that is not a promise of delivery within five days. A lawful extension may follow. Tioga County Prison's direct route is (570) 724-5911, option 8 for Administration & Records, during posted weekday office hours of 8:00 a.m. to 4:00 p.m.

The manifest capture of the county request route shows the official starting point for a written release-record request.

A written response creates a durable trail when a telephone answer is limited or when the precise departure type matters.

Tioga County Record Access Limits

Pennsylvania's Right-to-Know Law, Act 3 of 2008 and 65 P.S. §§ 67.101 through 67.3104, starts with access rules subject to exemptions, privileges, confidentiality laws, and court orders. Section 705 says an agency need not create a record that does not exist. Security information, protected investigative details, medical material, juvenile records, victim information, and sealed or expunged matters can limit production. Public portions may still be separated from protected parts.

A public roster's display life and an agency record's retention period are different. Tioga County has no discovered public roster to time. The underlying custody record may remain after any public display would have ended, so a requester may also ask for the retention schedule that applies to the named record.

Missing public data does not prove that no custody event occurred. Sealing, expungement, retention rules, or the absence of an online roster may explain it.

The Tioga County Self Help Center provides procedural packets for certain juvenile, dismissed-charge, and summary expungement matters. A release does not itself erase the court, police, or prison record, and an order affecting one record system may not have the same effect in another.

Find Released Tioga County Inmates

Start with the last known custodian. Tioga County Prison, a Pennsylvania state correctional institution, BOP custody, and ICE detention each require a different source. If the custodian is unknown, the UJS criminal docket often reveals commitment, bail, sentencing, or transfer context.

  1. Search the UJS portal by case number or participant name and filter to Tioga County when appropriate.
  2. Call Tioga County Prison Administration & Records for a county booking and ask whether departure meant community release or transfer.
  3. Check both PADOC locator populations if a state commitment or parole is possible.
  4. Use PA SAVIN through VINELink for a reported custody event, then verify it with the agency that supplied the feed.
  5. Search BOP or ICE only when federal or immigration custody is plausible.
  6. Submit a narrow records request when the online and telephone paths do not provide durable proof.

A released person normally leaves a current-custody view. In Tioga County, the absence of any official public roster makes disappearance especially weak evidence.

The Released Last 24 Hours page addresses same-day checks, while a named person's historical search is best completed by following the full chain above.

Tioga County PADOC Release Search

The official PADOC Inmate/Parolee Locator has two populations. The Inmate side covers people currently under DOC jurisdiction. The Department Supervised Individual side is the released-first route for a state prisoner now on community supervision. It can show an actual Release Date, identifiers, district information, residence filters, last-updated data, and a photo when available. It is not a Tioga County Prison booking archive and may not return someone after complete state discharge.

Search sideUseful inputsMeaning
InmateName, inmate/parole number, gender, committing county, location, citizenship, birth date or ageCurrent PADOC jurisdiction
Supervised IndividualName, parole/inmate number, gender, Release Date, county of residence, district office, birth date or ageRelease from state incarceration into current DOC supervision

Open the detail and read Release Date with the listed office or status. A district office means supervision continues. Only an explicit “Wanted: Parole Absconder” label should be treated as an absconder notice. No public projected or tentative release field was found on the Pennsylvania inmate detail, so the actual supervised-person Release Date must not be relabeled as a projection.

The official state locator appears in the captured interface below.

Pennsylvania DOC search for Tioga County released inmates

The screen begins a state search; it does not establish a county-only stay or the reason for a Tioga County Prison departure.

Note: PADOC says the operational locator updates daily, but it should not be treated as a permanent archive of all former state prisoners.

Tioga County Recent Release Gap

No official Tioga County current-inmate lookup, released tab, 24-hour report, 72-hour report, booking-photo gallery, archive, or jail app was located in the official county sweep as of August 1, 2026. That is a web-publication finding, not a claim that the prison keeps no internal records. Unofficial sites should not be substituted and described as the county's source.

For a recent event, call Administration & Records with the person's name and a distinguishing date or identifier. Ask for the exact departure time and whether it was release to the community or transfer. A focused written request is slower than a rolling feed, but it may preserve the recorded reason and authority after a transient list would have rolled away.

Tioga County Release Versus Custody

A source must be matched to both the authority and the stage of the case. Current custody, community supervision, and historical release are different states. The absence of a name from one system does not answer what another authority is doing.

SystemStill in custodyReleased or transferred

PADOCThe Inmate tab covers current DOC jurisdiction. The supervised-person tab can show actual Release Date during state parole; historical records may require a request.
Federal BOPA listed institution or future date concerns federal custody.A past release date or RELEASED location ends BOP custody only.
ICEThe detainee locator checks current civil immigration custody.A county departure to ICE is a transfer; no ICE result is not proof of community release.

County probation and state parole can continue after a person is physically out of a jail or prison. The supervising order or locator must be read along with the departure record.

Tioga County Release Notifications

Pennsylvania uses PA SAVIN through VINELink. Select Pennsylvania, search one person by the live name or identifier fields, narrow by the reporting agency when offered, and compare identifiers before opening a result. An out-of-custody or release event corroborates what the contributing agency reported. A new facility means custody continued elsewhere. No matching result does not prove release because participation, timing, spelling, aliases, and system boundaries can affect what appears.

Notification registration begins from the correctly matched record. Choose an available telephone, text, email, or app channel, confirm the contact details, create the required four-digit PIN, finish the confirmation prompts, and save the registration. When an alert arrives, read the named agency, event, and time, then contact Tioga County Prison or the responsible state office when the reason or destination matters. VINE pushes custody events, but the source agency owns the official record.

The Pennsylvania Megan's Law registry is separate. It covers only people with a statutory registration duty and may show a photograph and authorized location information. A listing does not mean the person is in custody, on parole, or wanted. No result is not a general finding about criminal history or release.

Tioga County Bond Release Checks

Tioga County Magisterial District Judges handle preliminary matters and set bail case by case. No county bond schedule was found. A UJS docket can show bail type, amount, and posting, but posting and physical jail processing are separate events. Another case or detainer can also prevent community release.

The Unified Judicial System case search should be read as a chronology rather than a single status label. Magisterial District Judge records cover early proceedings; Common Pleas records carry later disposition, sentencing, credit, and orders. The prison still owns the physical departure timestamp.

The official court search interface shown below supplies the legal side of that two-source check.

Tioga County court record search for released inmates

A shared name is not enough. Match case number, middle name, age or birth data, and charge chronology before connecting a docket to a prison record.

Tioga County Release Court Layers

One Tioga County custody event can touch more than one court level. A Magisterial District Judge docket supplies preliminary-stage facts such as bail, commitment, and whether charges moved forward. The Court of Common Pleas docket supplies later pleas, trial dispositions, sentences, custody credit, and modification orders. Tioga County Prison records when the person physically left. Each source answers a different question, so none should be treated as a full substitute for the other two.

State parole adds another document. The Pennsylvania Parole Board's Board Action records a grant or refusal, while an institutional record establishes whether an approved parole was later carried out. The Board of Pardons is a separate clemency body. Its meeting calendar is not a parole-interview calendar, and the Parole Board does not provide a public name-search page for individual Board Actions. When a state case matters, obtain the action through the person or a focused Parole Board records request and compare it with PADOC's actual Release Date.

Tioga Prison Release History

The present Tioga County Prison opened in August 1989 and gained an addition in August 2004. The county reports 142 approved beds, while the Commonwealth's 2025 inspection schedule lists 141. The difference reflects separate sources and dates. It should not be silently resolved into one supposedly exact figure.

More important for a release search, the prison rents bed space to other authorities. County agendas document boarding agreements involving Potter and Union Counties. A person can therefore be confined at Tioga County Prison while another county remains the committing authority. If that person departs Shumway Hill, the event may be a return to the responsible county rather than release into Tioga County. A focused request should identify the committing authority, the authority ordering departure, and any receiving agency. That detail determines which court docket and locator should be checked next.

Getting Home After Tioga Release

Tioga County Prison is about one mile east of Wellsboro, off Route 6 and a quarter-mile uphill on Shumway Hill Road. BeST publishes fixed-route and shared-ride services for Tioga County, but no official source confirms a prison stop or a guaranteed release ride. A person or family relying on transit should call BeST dispatch at (570) 888-7330, prompt 2, before planning a pickup.

The county publishes no release hour, exit door, property-return procedure, or weekend schedule. Those details must come from prison staff for the specific event. A transit plan should not treat a court order, bail posting, or estimated time as proof that physical processing has finished.

Note: Rural distance and an uphill location make advance transport confirmation useful, but no source supports a promised pickup at the prison.

Tioga County Release Supervision

Tioga County Probation is a county court department and has no public probationer name search. It supervises local adult and juvenile matters from 118 Main Street in Wellsboro at (570) 724-9340. State parole is different. The Pennsylvania Parole Board makes parole decisions, while PADOC field staff supervise people released from state prison. The supervised-person locator and the release instructions establish the assigned state office.

The county's Human Services plan documents in-prison counseling, a forensic caseworker, Drug Court coordination, Stepping Up work, and peer transition services. These services are case- and program-specific, not automatic benefits. Human Services is the local navigation point at 1873 Shumway Hill Road, Wellsboro, (570) 724-5766. More verification steps appear on the Tioga County Parole / Probation page.

Tioga County Federal Release Paths

No BOP prison or official ICE detention facility was identified in Tioga County. A local arrest can still lead to custody outside the county. The BOP Inmate Locator covers many sentenced federal prisoners released after 1982 and reports a release date and location or status. “Released” concerns BOP custody only. Federal supervised release, state custody, county custody, or civil detention may still apply.

The ICE Online Detainee Locator is for current civil immigration detention, not a criminal release archive. A county departure under a detainer is a transfer unless the evidence shows community release. The U.S. Marshals Service handles many federal pretrial prisoners but has no comparable public historic name-search archive, so a federal docket and agency record route may be needed.

The captured BOP locator illustrates the separate federal search channel.

A BOP result should be reconciled with the Tioga case and any documented transfer before it is described as unconditional freedom.

Tioga County Release Facilities

Only one enduring local correctional institution was found, but four custody systems are relevant to Tioga County release verification. The facility pages follow the record owner rather than implying that each system operates a building within Tioga County.

1Identified county prison
142County approved-bed figure
1412025 state inspection capacity

The county says the present Tioga County Prison opened in 1989, expanded in 2004, and has 142 approved beds. A 2025 Commonwealth inspection schedule lists 141. The figures come from different sources and dates, so the one-bed difference should remain visible. County agendas also document Potter and Union County boarding arrangements, which is why the committing and receiving authorities belong in any release request.
